精细化开创城乡社区治理新格局的理论逻辑与广东实践探究

Theoretical Logic and Practical Exploration of Guangong Creation a New Pattern by Refinement Urban and Rural Community Governance

十八届五中全会提出"推进社会治理精细化"。十九届四中全会上,习近平总书记再次强调"要在科学化、精细化、智能化上下功夫"。社会治理精细化是广东把社会治理创新落到实处必要的理念、思维、手段、方法、工具。本文从广东社会治理精细化的必要性和必然性谈起,深入领悟习近平关于精细治理、城乡社区的重要论述,从理论逻辑角度对"社会治理精细化"的现实依据与理论依据展开分析,以便深刻理解并精准把握社会治理精细化的要求,最终结合广东创新实践,从基层党建、社会协同、公众参与等维度探索广东城乡社区精细化治理能力提升的路径。

Promote the refinement of social governance"proposed in the Fifth Plenary Session of the 18th CPC Central Committee.If Guangdong is eager to lead the nation in creating a pattern of co-construction,cogovernance and share social governance,urban and rural communities shall take as an important breakthrough in Guangdong’s innovative social governance.The refinement of social governance is the necessary concept,thinking,means,methods and tools that Guangdong puts social governance innovation into practice.In this paper,firstly,necessity and inevitability of the refinement of social governance are discussed in Guangdong.The Xi Jinping’s important treatises on the refinement governance and urban and rural communities are deeply comprehended.From the perspective of theoretical logic,the practical basis and theoretical basis of refinement social governance are analyzed in order to deeply understand and accurately master the refinement requirements of social governance.Finally,combined with Guangdong’s innovation practice,the path that enhances the ability of urban and rural communities in Guangdong is explored,in the viewofgrassroots party building,social coordination,and public participation.
