金融危机中政府应对经验与思考——基于金融危机中德美政府监管视角

The Experience and Thinking of Governance in the Financial Crisis——From the Perspective of German and American Government Regulation in the Financial Crisis

政府在金融危机防范和救助中具有极其重要的基础性作用,是金融危机的稳定器和吸收器,在金融危机中,政府应对措施的适当性、合理性决定着危机处置的有效性。因此,政府应坚持及时性、针对性和匹配性原则,采取合理、有效的应对措施,来化解金融危机。同时由于金融危机具有较为普遍的演进规律与进程,金融危机的应对措施亦有共性,鉴于此,本文基于金融危机中德美政府监管视角,梳理金融危机中政府应对政策措施,并对政策措施予以思考,为有效防范和化解金融危机提供借鉴,以利于完善市场监管体系,促进金融市场的稳定。

The government plays a fundamental role in the prevention and response of financial crisis.It is the stabilizer and absorber of financial crisis.In the financial crisis,the appropriateness and rationality of government’s countermeasures determine the effectiveness of countermeasures.Therefore,the government should adhere to the principle of timeliness,pertinence and matching,and take reasonable and effective measures to solve the financial crisis.At the same time,the financial crisis has a more common evolution law and process,the financial crisis countermeasures also have common law.In view of this,based on the perspective of German and American government supervision in the financial crisis,the paper combs the government’s measures in the financial crisis,and think deeply,so as to provide reference for effectively preventing and resolving the financial crisis,improving the market supervision system and promoting stability of financial markets.
