科技基础设施建设的开发性金融模式研究

Research on the Development Finance Model in the Construction of Science and Technology Infrastructure

科技基础设施是科技活动的基础资源和必要条件,科技基础设施强弱将直接影响科技活动的产出水平。当前我国政府主导的公共科技基础设施建设存在投入水平较低、多元化程度不足、管理能力及开放共享程度低下等问题。为了解决这些问题,提出以开发性金融模式建设科技基础设施的具体方案,即通过搭建地方科技基础设施投融资主体,在项目建设中培育完善市场和制度,以项目的市场化运作带动社会资本的广泛投入,拓展科技基础设施资金投入的同时提升整体管理水平、运营效率和开放程度,最终实现我国科技基础设施的整体水平提升。

Science and technology infrastructure is the basic resource and precondition of science and technology activities,and its competitiveness directly affects the output level of science and technology activities.Problems like low investment level,poor diversification,lack of operating capability and open sharing degree exist in government-led construction of public science and technology infrastructure.To overcome these problems,scheme of constructing science and technology infrastructure with the development financial model was put forward,which was conducted by establishing the investment and financing subject of local science and technology infrastructure,cultivating and improving the market and system in project construction,driving extensive investment of social capital through market operating of the project,expanding the investment of science and technology infrastructure at the same time of improving the overall management ability,operating efficiency and openness,ultimately achieving the overall improvement of China’s science and technology infrastructure.
