航海保障公共服务均等化探索研究——以北方海区航标管理为例

Preliminary research on the equalization of navigation guarantee public service——Take the AtoN management of Northern sea area as example

党的十九大报告提出要“加快推进基本公共服务的均等化”,新形势下,推进航海保障服务均等化是新 时代航海保障管理部门亟需解决的重大的现实课题。文中从航海保障公共服务均等化研究背景、航海保障管理存 在的问题及原因分析以及推进航海保障公共服务均等化路径探索三个方面展开研究。

The 19th National Congress of the Communist Party of China (CPC) proposed to "accelerate the equalization of basic public services". Under the new circumstances, the equalization of navigation guarantee services is a major practical issue that the navigation guarantee management department needs to solve in the new era. The paper studies the equalization of navigation guarantee public services from three aspects, i.e. the research background, the existing problems and the causes, and the exploration for approaches to promoting the equalization of navigation guarantee public services.
