The policy source of performance appraisal of tertiary public hospitals, the index-oriented connotation,the connotation of the index attributes and the content connotation of the indicators are analyzed and evaluated,and the suggestions of strengthening the public welfare and mobilizing the enthusiasm of the personnel in the tertiary public hospitals are put forward. Functional positioning should be clarified and continuous improvement of medical quality be made.Revenue and expenditure structure should be optimized and operational efficiency be improved. Both personnel training and discipline construction are equally important to promote sustainable development.
