开展地级以上城市国家地表水考核断面水坏境质量排名工作,以改善全国水环境质量为核心,主要目的是通过排名积极引导地方政府将水环境质量改善作为水污染防治、水环境管理的出发点和落脚点,推动美丽中国建设。水环境质量排名能反映城市国家地表水考核断面水环境质量状况和变化情况,进一步推动我国水环境管理从过去主要抓污染物总量减排向主要以改善水环境质量为目标的转型。

The main purpose of this work is to guide local governments to take water quality improvement as the starting point anddestination of water pollution prevention and control and water environmental management, and to promote the construction ofbeautiful China. The water environmental quality ranking can reflect the state and changes of water environmental quality in theassessment section of urban countries, and further promote the transformation of water environment management in China from thetotal amount of pollutants captured in the past to the goal of improving water environmental quality.
