From the Outsider to the Pioneer of International Investment Rules: On Brazil CFIA Model

巴西是重要的新兴经济体,也是外国直接投资的重要目的地之-O但长期以来,在由双边投资协定主导的国际投资规则体系内,巴西却一直是“局外人”。2015年,巴西的角色开始转变,缔结了独具特色的《合作与促进投资协定》对国际投资规则进行变革。巴西将这类协定作为对缔约国双方机构治理进行持续协调和合作的工具,从而促进投资便利化,推动可持续发展,优化外资管理方式。

Brazil is a crucial emerging economy in the field of international investment and one of the important destinations of foreign direct investment.However,Brazil has been an outsider for a long time within the system of international investment rules dominated by bilateral investment agreements.In 2015,Brazil's role began to shift since it enacted a unique agreement on investment cooperation and promotion and tried to reform the international investment regulations.Brazil regards such agreements as a tool for the continuous coordination and cooperation of institutional governance between the parties,to promote investment facilitation,advance sustainable development and op・timize foreign investment management.
