摘要
目的:建立科学有效的医疗设备购置评估模型,以对设备进行绩效评估。方法:从医疗设备全生命周期管理和质量控制管理需求分析绩效评估的必要性,采用“购置成本-工作量-成本效益”分析方法,从医疗设备购置的费用组成和收益预测方法,预测设备盈利或亏损情况,通过血管造影机、超声诊断仪和血液透析机购置实例论证绩效评估的应用。结果:通过构建绩效评估模型,科学分析设备购置成本与使用效益,提示投资收益率≥20%和回收期≤5年的购置方案可考虑采购。结论:医疗设备购置论证绩效评估模型可提高医疗设备采购论证的科学性,为优选设备提供定量依据,可实现设备采购的科学化和精细化管理。
Objective:To establish a scientific and effective assessment model for purchasing medical equipment so as to implement cost-benefit assessment for equipment.Methods:Analyzed the necessity of cost-benefit assessment from full life-cycle management of medical equipment and the management of quality control.Through the analysis method of"purchasing cost-workload-cost effectiveness"to predict the situation of gain or loss of equipment from the methods of the composition of cost and earnings forecast of purchasing medical equipment.Through series of purchase examples included angiography machine,ultrasound diagnostic machine and haemodialysis machine to demonstrate the application of cost-benefit assessment.Results:Through constructed the cost-benefit assessment model and scientifically analyzed the purchase cost and utilization benefit of equipment,the results indicated that the purchase scheme should be considered to implement when the rate of return on investment was higher and equal than 20%and the pay-back time was less and equal than 5 years.Conclusion:The demonstration of cost-benefit assessment model of purchasing medical equipment can enhance the scientificity of purchasing and demonstration of medical equipment,and can provide quantitative references for optimal equipment,and can realize the scientific management and delicacy management of purchasing equipment.
