深入领会《国家职业教育改革实施方案》的政策精神,对职业教育的改革效度具有重要影响。从职业教育的本质认知层次而言,从“层次说”转向“类型说”;从层次定位而言,初等职业教育逐渐退出历史舞台,中等职业教育规模开始缩减,但是中等和高等职业教育并重的时代正在到来;从发展路径来看,关注规模和外延的时代正在落幕,而注重质量和内涵的时代正在开启。
