India’s Foreign Policy Adjustments in the Modi Era:A Political Development Perspective

一国的政治发展与其外交政策的调整存在着密切的逻辑关系。莫迪执政以来印度外交政策的调整是基于印度政治发展的前提,政治发展通过作用于经济发展和社会发展,进一步影响印度外交政策的调整。为适应印度经济、政治和社会领域的变化,未来的印度外交尽管面临诸多挑战,然而其外交政策将坚守“领导性强国”的战略目标,并在此基础上呈现如下走向:从多个领域、多个层次塑造国际规范,不断充实完善“领导性强国”的实质和内涵;进一步构建邻国优先、兼顾两端的外交格局;加大经济外交的投入,提升经济外交在印度总体外交中的战略地位;进一步改革和完善外交决策机制,提高印度外交决策的效率和质量。

The logic of a state’s political development is closely linked to that of the trajectory of adjustments in its foreign policy.Since Modi took office,changes in India’s foreign policy have been driven by the country’s political development.Political development plays a role in economic and social development,which further influences the adjustments of India’s foreign policy.In the future,India’s foreign policy will face numerous challenges as it adjusts to changes in the country’s economics,politics and society.While so,India will continue to maintain the strategic objective of its foreign policy,which is to be a“leading power”.With this as a foundation,key shifts in direction will include:India will seek to shape international norms in a wide range of areas and on many levels,thereby continuously enhancing its status as a leading power;India will give priority to its neighboring countries,taking into consideration a diplomatic landscape of the Asia-Pacific and Africa.India will increase its investment in economic diplomacy,and strengthen the position of economic diplomacy within its broader foreign diplomacy strategy;and it will further reform and perfect its foreign policy institutions,improving the effectiveness and quality of India’s foreign policy.
