摘要
构建容错机制是中国共产党干部管理经验的继承与发展,也是改革开放历程中应对探索性失误的创新举措。从国家、地方和个人三个层面考察,容错机制具有不同的功能定位。目前,容错机制在运行过程中面临法律法规不健全、运行设计不完善、文化氛围不浓厚、问责关系未理顺等实践难题。全面构建容错机制,需要加快容错立法工作、提高机制运转可行性、引领容错文化建设、促进容错问责衔接,从而探索出一条中国特色宽严相济的新型干部管理之路。
The construction of fault-tolerant mechanism is not only the inheritance and development of the management experience of Communist Party of China cadres,but also an innovative measure to deal with exploratory mistakes in the course of reform and opening up.The fault-tolerant mechanism has different functions from the three levels of national,local and individual.At present,the fault-tolerant mechanism is faced with some practical problems in the process of operation,such as the imperfect laws and regulations,the imperfect operation design,the weak cultural atmosphere,and the unsound accountability relationship.To build a fault-tolerant mechanism in an all-round way,it is necessary to speed up the work of fault-tolerant legislation,improve the feasibility of the mechanism operation,lead the construction of fault-tolerant culture and promote the connection of fault-tolerant accountability,so as to explore a new way of cadre management with Chinese characteristics which combines justice with mercy.
