黄河流域生态保护和经济社会高质量发展的实现途径

Means of realizing ecological protection and high-quality social and economic development of the Yellow River Basin

习近平总书记在"黄河流域生态保护和高质量发展"座谈会的讲话,将加强黄河流域生态保护和高质量发展首次提升到国家战略高度。结合黄河流域实际,提出黄河流域生态保护与经济社会高质量发展的途径为:科学治理黄河河道与滩区,实现黄河下游的良性治理;修建古贤及大柳树工程,形成黄河水沙调控体系;科学合理配置外调水,支撑流域生态保护及社会发展;建立举国体制与省(自治区)联席会议制度,从体制机制上协调流域生态保护与经济社会发展。

The speech of Xi Jinping, at the forum on "Ecological Protection and High-quality Development in the Yellow River Basin", raise the ecological protection and high-quality development of the Yellow River Basin to a national strategic height for the first time. According to local conditions and demand of the basin, measures for ecological protection and high-quality social and economic development in the Yellow River basin are put forward,including scientifically governing of the river course and flood plains in order to improve ecology of the downstream;initiating water complexes of Guxian and Daliushu to effectively regulate water and sediment;rationally water allocation by water transfer to support ecological protection and social development in the basin;establishing a national coordinating system and a joint meeting mechanism of provinces(autonomous regions) to integrate ecological protection,social and economic development in the Yellow River Basin.
