水资源空间均衡理论方法与对策措施研究

Study on theory methodology and countermeasures about water resources spatial equilibrium

为全面贯彻落实习近平总书记"十六字治水思路"和"黄河流域生态保护和高质量发展"座谈会讲话精神,按照"概念-标准-手段-对策布局"的工作方法,在分析水资源空间均衡概念内涵和基本特征基础上,探究了水资源空间均衡的理论基础,构建了水资源空间均衡评价指标体系,提出了水资源空间均衡评价方法,识别影响水资源空间均衡的不利因素,从"约束倒逼"和"优化提升"两方面,按照"节、退、调、保、配、管"提出了水资源空间均衡对策措施,为落实以水而定的要求、实现空间均衡目标提供了重要技术支撑。

For carrying out and implementing comprehensively "sixteen-word water resources managing thought" and the speech on the Yellow River forum in Zhengzhou proposed by general secretary Xi Jinping, the theory methodology and countermeasures about water resources spatial equilibrium(WRSE) are proposed in this study. Based on analyzing the concept connotation and basic characteristics of WRSE, the theoretical foundation of WRSE is also explored, the evaluating index system of WRSE is constructed and evaluating method is proposed. After identifying the imbalance influencing elements on WRSE, the countermeasures are proposed including "saving, retreating, adjusting, protecting,allocating and managing", from the two aspects of "constraining and reverting" and "optimizing and promoting". The above research results can provide the important technical support for implementing the policy of "water demand determined by supply" and achieving WRSE objective.
