成都市推进河长制长效管理实践与探索

Practices of long-term application of River Chief System in Chengdu City

为推动河长制工作从全面建立到全面持续见效,成都市河长制办公室通过问卷调查和访谈,汇总不同区域、不同层级河长制管理工作面临的问题,剖析了问题成因,并以问题为导向,在实践中调整和完善河长制长效管理体系,从政策管控、治理措施、组织体系、绩效考核、全民参与、信息化建设等方面全面推动河长制长效管理。

Remarkable achievements have been obtained by Chengdu City in the implementation of river chief system.In order to further promote sustainable development, the municipal river chief office conducted a survey by means of questionnaire and interview, in order to investigate the results of river chief system at different regions and levels, and find out the root causes of main problems. A long-term operation mechanism of river chief system is proposed and examined from various dimensions of policy making, governance, institutional system, performance evaluation, public participation and informatization.
