湖北省二级及以上医疗机构卫生应急准备能力及其地区差异性评价

Health emergency preparedness capability and regional difference evaluation of medical institutions in Hubei Province

目的探讨湖北省各级医疗机构卫生应急准备能力现状及其变化、地区差异性。方法采用普查的方法,由湖北省卫生健康委发文,以湖北省、市(州)、县设立感染科的二级以上综合医疗机构共计178家为研究对象,对2014-2016年间组织机构建设、队伍与人员构成、一案三制建设、演练与培训、应急保障等现状与存在问题进行问卷调查。结果各片区医院数量与级别和当地经济发展密切相关。95%以上的医院成立了卫生应急领导小组,设置了卫生应急领导小组办公室。部分片区对"一案三制"的制定和修订显滞后。物资储备、演练、培训次数、天数和参与人数均呈逐年递增的趋势。媒体沟通意识普遍有所提升但是能规范开展公众宣传和媒体沟通以及培训的医院比例仍较低。结论湖北省医疗机构应急系统应急组织机构建设、队伍人员、物资储备等已有显著提升,但发展不平衡,三级医院优于二级医院,应急资金投入、部门信息共享、培训、公众宣传与媒体沟通等方面仍亟待提升。

Objective To investigate the status, changes and regional differences of health emergency preparedness of medical institutions in Hubei Province. Methods Under an administrative order issued by the Hubei Provincial Health Commission, a questionnaire survey investigation was conducted on a total of 178 class II or above comprehensive medical institutions with a department of infectious diseases at the provincial, city and county levels. The investigation covered current situation and existing problems involving the construction of organizational structure, team and personnel composition, construction of "a case of three systems", drills and training, and emergency support, etc. Results The number and level of hospitals in each district were closely related to local economic development. More than 95% of the hospitals had set up a health emergency leadership team and team office. In some areas, the formulation and revision of "a case of three systems" lagged behind. Material reserves, drills, training times and days, and number of participants all showed an increasing trend year by year.The media communication awareness had generally improved, but the proportion of hospitals that could regularly promote public information and media communication and carried out personnel training was still low. Conclusion The emergency system and organization construction, team personnel and material reserves of medical institutions in Hubei Province significantly improved, but the development was not balanced. Emergency fund investment, department information sharing, training, public publicity and media communication and other aspects still need to be improved.
