新时代农村公共安全服务内涵、逻辑演进及构成要件分析

Analysis of the Connotation, Logical Evolution and Constitutive Elements of Rural Public Security Service in the New Era

[目的/意义]在理论层面厘清农村公共安全服务对新时代农村全面振兴具有重要理论和实践意义。[方法/过程]本文通过可视化文献分析软件Citespace聚类和大量文献梳理,以“公共服务农村公共服务农村公共安全服务”理论演进分析为研究主线,结合定性和定量研究两种范式,总结梳理出农村公共安全服务的内涵、逻辑演进、内在机理和构成要件。[结果/结论]农村公共安全服务与公共服务是部分与整体关系,是国家安全、经济安全、社会安全和环境安全的辩证统一,其利益相关主体具有多样性。通过制度设计和大数据手段提升公共安全服务精准供给,建立政府主导、市场调节和公众参与的安全服务供给机制,系统性增进农村公共服务各部分稳步提升是新时代农村公共安全服务的发展方向。

[Purpose/significance]It is of great theoretical and practical significance to clarify the rural public safety service for the comprehensive revitalization of rural areas in the new era.[Method/process]This paper uses the visualization literature analysis software,Citespace,to conduct literature clustering and sorting.And it takes the theoretical evolution analysis of"public service-rural public service-rural public security service"as the main line of research,combines qualitative and quantitative research,and summarizes the connotation,the internal logical evolution and the constitutive elements of the rural public safety service.[Result/conclusion]The relationship between rural public safety services and public service is part and whole,which is the dialectical unity of national security,economic security,social security and environmental security,and its stakeholders are diverse.Through the system guarantee and big data,it is the development direction of rural public security services in the new era to improve the precise supply of public security services,establish a public service supply mechanism led by the government,market regulation and public participation,and systematically improve the steady improvement of all parts of rural public services.
