乡级政区界线勘定工作方法初探——基于湘潭市雨湖区勘界试点工作

A Preliminary Study on the Work Methods of Boundary Settlement In the Township Level——Based on the Pilot Work of the Yuhu District of Xiangtan City

为了对原有的、约定俗成的乡级习惯界线进行法定化,处理好界线争议问题,本文以湘潭市雨湖区作为试点区域,利用乡级习惯界线和0.5米分辨率卫星遥感影像等数据,通过工作底图制作、边界线划定、界线协议书及附图编制、数据库建设等工作,确定了明确完整的乡级政区界线,形成了一套内容全面、可复制、可推广的乡级政区界线勘定工作流程,且提供了合理可参考的界线争议处理办法,对其它地区开展乡级政区界线勘定工作具有借鉴意义。

In order to legalize the original and conventional township customary boundaries,and handle boundary disputes properly,this paper takes the Yuhu District of Xiangtan City as a pilot area,using the customary boundaries of townships,0.5m resolution satellite remote sensing image,etc.Firstly,through the work of domestic industry,the production of base map,the demarcation of boundary,the preparation of the boundary agreement and drawings,database establishment,etc.And then we determined the clear and complete administrative boundary in the township level.Finally,formed a set of comprehensive,reproducible and scalable process of boundary settlement in the township level.This paper also provides a reasonable method for handing boundary disputes,so it can be used as reference for the settlement of township-level political boundaries in other regions.
