扩大高校归国留学人员有序政治参与研究——以山西医科大学为例

Research on Expanding the Orderly Political Participation of the Returned Talents in Universities——A case study of Shanxi Medical University

高校归国留学人员作为学校的宝贵财富,是新时代统战工作新的着力点。文章从高校归国留学人员政治参与的价值分析入手,以山西医科大学为例,从政治参与的广度、深度、效度三方面系统分析当前高校归国留学人员政治参与现状,提出在高校归国留学人员中增强政治共识教育、健全参与培育机制、提升社会服务能力的对策,从而达到凝聚人心、提升能力、发挥专业优势的目的,最终构建扩大有序政治参与策略体系,把高校归国留学人员打造成为参政议政的生力军、建言献策的智囊团。

As the precious wealth of the university, returned talents are the new focus of united front work in the new era. Starting from an analysis of the value of the political participation of returned talents in colleges and universities, and taking Shanxi Medical University as an example, this paper systematically analyzes the current situation of political participation of returned overseas students in colleges and universities in terms of the range, depth, and validity of political participation, and puts forward countermeasures to enhance the education of political consensus, improve the mechanism of participation and cultivation and the ability of social service among returned overseas scholars,with the purpose of uniting people′s minds, improving abilities and giving full play to professional advantages, so that we will eventually build a strategic system for expanding their orderly political participation, and build returned overseas scholars into a fresh force for participating in the administration and discussion of state affairs and a think tank for advice and suggestions.
