对比“厂网分开”后的燃料体制改革与“厂网分开”前的燃料改革,总觉得缺少一种质的飞跃。发电集团当下要做的,就是要勇于承认和直面燃料公司在煤炭市场竞争中的劣势,充分发挥拥有煤炭下游市场的长处,从内部管理上挖掘潜力,在集中采购和集中竞价上做文章,对下水煤、跨区域调运煤实行统一集中采购,对市场煤实行统一集中竞价,形成电厂和燃料公司互相监督制衡的燃料采购体系,这也正是目前许多发电集团深化燃料体制改革的方向所在。

By reviewing the achievements of fuel system reform after“separation of plant and grid”,compared with the fuel reform before“separation of plant and grid”,we always feel that there is a lack of a qualitative leap.At present,the power generation group should be brave to recognize and face the disadvantages of fuel companies in the coal market competition,give full play to the advantages of the downstream market of coal,tap the potential from the internal management,make an article on the centralized procurement and bidding,implement the unified centralized procurement for water coal and trans regional coal transfer,implement the unified centralized bidding for market coal,and form the power plant and Fuel companies supervise and balance each other’s fuel purchasing system,which is the direction of many power generation groups to deepen fuel system reform.
