摘要
乡村振兴战略的实施,对新时代乡镇干部的目标任务提出了新要求,也引起乡镇干部的胜任力结构发生改变。通过文献、政策分析和行为事件访谈法,初步形成乡村振兴战略下乡镇干部的胜任力特征池,在此基础上编制问卷对C市B区的乡镇干部进行问卷调查,实证结果显示:乡镇干部胜任力模型由服务型胜任力、关系型胜任力、调适型胜任力和发展型胜任力四类胜任力共22项胜任特征构成。其中,深层特质是乡镇干部胜任力最根本的影响因素。在乡村振兴战略的实施过程中,乡镇干部的胜任力水平还存在法治思维和服务意识薄弱、依法行政能力较差等问题。因此,在乡镇干部胜任力培育上要坚持全面与重点相结合的原则,既要以服务型胜任力为突破口全面提升乡镇干部的胜任力,又要注重对乡镇干部的深层特质的培育。
The implementation of rural revitalization strategy puts forward new requirements for the objectives and tasks of township cadres in the new era,which also causes changes in the competency structure of township cadres.Through literature,policy analysis and behavioral event interview,the competency characteristic pool of township cadres under the rural revitalization strategy was preliminarily formed.On this basis,a questionnaire was copiled to conduct a survey on township cadres in Area B of City C.The empirical results show that the competency model of township cadres consists of four types of competency,namely service competency,relationship competency,adjustment competency and development competency,with a total of 22 competency characteristics.Among them,the deep quality is the most fundamental factor affecting the competency of township cadres.In the process of implementing the rural revitalization strategy,there are still some problems in the competency level of township cadres,such as weak legal thinking,weak service awareness,poor administrative ability by law,etc.Therefore,in the cultivation of township cadres’competency,we should adhere to the principle of combining comprehensive and key points.We should not only take service competency as a breakthrough to comprehensively upgrade the competency of township cadres,but also pay attention to the cultivation of the deep characteristics of township cadres.
