随着我国经济社会发展进入新时代,人口质量与城镇化水平大幅提高,人力资源发展继续保持良好态势。人力资源总量保持基本稳定、素质稳步提高,产业结构持续优化,城镇化水平、全员劳动生产率不断提升。人才队伍建设成效显著,科技、教育、卫生人才规模不断壮大,留学人才回国数量持续增长。人力资源变化总体呈现出人口老龄化加速、劳动年龄人口持续减少、人力资源素质大幅提高的趋势性特征。为有效应对人力资源发展变化,应适度拓展人力资源职业生涯渠道与周期,大力发展“高精尖缺”人才队伍,着力完善职业教育和培训体系。

With China’s economic and social development entering a new era,the population quality and urbanization level have greatly improved,and the development of human resources continues maintaining sound momentum.The total amount of human resources has remained basically stable and the quality has been steadily improved.The industrial structure has been continuously optimized,and the urbanization level,and overall labor productivity have been constantly promoted.The construction of the talent team has achieved remarkable results.The talent scale of science,technology,education and health has been continuously expanding.The number of overseas talents returning to China has continued growing.Overall,the changes of human resources show a trend of acceleration aging population,continuous decrease in working-age population and substantial improvement in human resources quality.In order to effectively deal with the development and changes of human resources,we should appropriately expand the career channels and cycles of human resources,vigorously develop the top notch talents,and strive to improve the vocational education and training system.
