摘要
我国机关事业单位工资制度走过了70年的历程,经历了1956年、1985年、1993年和2006年四次大的改革,形成了具有中国特色的工资制度,积累了一套符合我国人事工作特点和要求的工资工作经验。工资制度服务于经济体制改革及干部人事制度建设,总体适应我国经济社会发展的步伐。我国工资制度建设的基本经验包括:发挥职务与级别的不同作用,保持合理的地区工资关系,完善工资结构,构建工资动态调整机制,统筹机关事业单位工资水平,建立集中统一工资制度下的分级分类管理体制。
The salary system of our government organs and institutions was established with the birth of New China.It has been reformed with the changes of Chinese society and has gone through 70 years.After the establishment of the wage system,it underwent four major reforms in 1956,1985,1993 and 2006,forming a wage system with Chinese characteristics and accumulating a set of wage work experience that meets the characteristics and requirements of China’s personnel work.The wage system serves the reform of the economic system and the construction of the cadre and personnel system,which has generally adapted to the pace of China’s economic and social development.The basic experience in the construction of China’s wage system includes:giving full play to the different roles of posts and grades,maintaining a reasonable regional wage relationship,improving the wage structure,constructing a dynamic wage adjustment mechanism,coordinating the wage levels of government agencies and institutions,and establishing a hierarchical and classified management system under a centralized and unified wage system.
