The Influence of Human Capital on the Quality of Industrial Structure——Based on the Dual Measurement Model of Human Capital

合理、实用、可靠的人力资本测度方法,对于实时监测人力资本发展状况以及制定有关人才开发政策至关重要。从技能人才队伍建设的视角出发,通过对人力资本测度方法中特征法的补充完善,确定人力资本二元测度模式应包含教育资本和技能资本两要素。在该测度模式的基础上,运用结构方程模型分析人力资本对产业结构质量的影响,发现人力资本的持续积累能够为产业结构质量的提升提供强大的非物质动能,教育资本与技能资本均对产业结构质量提升产生显著的促进作用。但目前,技能资本对劳动生产率的促进作用远低于教育资本,技能人才队伍整体质量不高和结构不合理等问题严重制约了技能资本积累,成为影响我国产业升级和制造业发展的主要因素。未来应建立技能人才监测的常态化运行机制,进一步深化人才评价体制机制改革,创新改革技能人才队伍激励制度,打造新职业技能人才开发工程,全面提升技能人才队伍素质。

A reasonable,practical and reliable measurement method of human capital is very important for real-time monitoring of the development of human capital and the formulation of relevant personnel development policies.From the perspective of the construction of skilled personnel team,through the supplement and improvement of the characteristic method in the measurement method of human capital,the dual measurement mode of human capital should include two elements of educational capital and skilled capital.On the basis of this measurement model,the structural equation model is used to analyze the impact of human capital on the quality of industrial structure.It can be seen that the continuous accumulation of human capital can provide strong immaterial kinetic energy for the improvement of industrial structure quality.Education capital and skill capital both have significant promotion effect on the improvement of industrial structure quality.However,at present,the promotion effect of skilled capital on labor productivity is far lower than that of educational capital.The overall quality of skilled personnel and unreasonable structure seriously restrict the accumulation of skilled capital and become the main factors affecting the industrial upgrading and manufacturing industry development in our country.In the future,we should establish a normal operation mechanism for monitoring skilled personnel,further deepen the reform of talent evaluation system and mechanism,innovate and reform the incentive system for skilled personnel steam,build a new professional skilled personnel development project,and comprehensively improve the quality of skilled personnel steam.
