将中美贸易摩擦转变为引进海外人才归国创业的战略机遇 被引量:7

摘要 美国发起对华"301调查"并陆续针对中国向美出口的商品加征关税,掀起了中美新一轮贸易摩擦,中国长期以来依靠投资和要素投入来拉动经济增长的道路已经很难继续走下去,中国经济必须加快向创新驱动的内生增长转型。创新的根本在于人才,而海外高层次人才归国创业则是中国创新驱动和人才战略中的重要一环。中美贸易摩擦对中国海外人才引进工作既是新挑战也是新机遇,同时也暴露出一些问题,中国必须加快建立完善的人才引进及服务保障体系,围绕重点领域吸引海外人才归国创业,提高我国在全球科技创新领域的竞争力,最终实现在全球价值链分工中地位的提升。 The United States launched the Section 301 Investigation against China and then increased tariffs on the Chinese goods,triggering a new round of trade frictions between the two countries.It has become difficult for China to continue to rely on investment and factor input as it did before to promote economic growth.China’s economy needs to be quickly put on the path of endogenous growth driven by innovation.The key of innovation lies in talents,and introducing the high-caliber overseas Chinese is an important part of China’s innovation drive and talent strategy.The Sino-US trade friction is not only a new challenge but also a new opportunity for China’s overseas talent introduction.At the same time,it also presents some problems.China must speed up the establishment of a sound talent introduction and service guarantee system;attract the overseas Chinese talents to return home and start businesses in the key areas;and increase China’s competitiveness in the field of global scientific and technological innovation,so as to improve China’s position in the division of labor in the global value chain.
