《石油炼制废气治理工程技术规范》释疑(一)——关于储罐、污水处理场废气产生量计算方法 被引量:4

摘要 针对3家石化企业集团和某学会对《石油炼制废气治理工程技术规范(征求意见稿)》提出的问题进行释疑。其中的储罐废气产生量计算方法、污水处理场排气量计算方法,已被《中国石化炼化企业VOCs综合治理技术指南(试行)》采用。API 2518《Evaporation Loss from Fixed Roof Tanks》和HJ 982-2018《污染源源强核算技术指南石油炼制工业》用于估算固定顶储油罐年油品蒸发损失,API 2000《Venting Atmospheric and Low-pressure Storage Tanks》和SH/T 3007-2014《石油化工储运系统罐区设计规范》用于储罐通气管、呼吸阀等的通气量计算和设计,重点关注炎热天气突降暴雨时储罐负压吸气量,均不适用于计算储罐废气产生(或排放)量。CJJ/T 243-2016《城镇污水处理厂臭气处理技术规程》主要按照单位水面面积风量指标、空间换气量、曝气量计算城镇污水处理厂总臭气风量,不适用于计算石油炼制企业污水处理场废气排放量。 In view of the questions raised by three petrochemical enterprise groups and some academies on "Technical specifications for petroleum refining waste gases treatment(Draft for Comments)" are explained. The calculation methods for both exhaust gases generated by the storage tank and wastewater treatment plant are adopted by "Guidelines on comprehensive treatment of VOCs for SINOPEC(trial)". Both the API 2518 and HJ 982-2018 are used to estimate annual oil evaporation loss(lb/a) of fixed roof storage tanks. API 2000 and SH/T 3007-2014 are both used for the ventilation calculation and design of snorkels and breathing valves of storage tanks, which focuses on inspiratory capacity caused by the negative pressure resulting from a rainstorm in hot weather;therefore, none of the above criteria is suitable to calculate the quantity of exhaust gas generated(or discharged) by the storage tanks. Three parameters including air quantity per unit water surface area, space ventilation volume and aeration volume are used to calculate the total odor air volume of urban wastewater treatment plants according to CJJ/T 243-2016. It is not suitable to calculate the waste gas emissions of wastewater treatment plant in petroleum refining industrial.
