摘要 《河北雄安新区规划纲要》为雄安新区设立了高端高新产业的总体产业定位。雄安新区虽然拥有交通区位优势与政策红利,但其产业发展也明显受到了既有要素供给水平和产业基础的制约。京津冀区域经济发展差距大的主要原因在于河北与京津之间缺乏有效的产业分工与协作。雄安新区的建设必须在“大雄安”这个空间尺度上构建产业生态系统,这不仅能够弥补雄安高端高新产业发展的要素缺失,还能借力雄安、以此为龙头带动河北经济发展。“大雄安”区域产业生态的构建需要从产业规划、错位竞争、基础设施建设、政府市场关系、产业发展等方面加以应对。 "The Planning Outline for Xiong′an New District of Hebei Province" sets up the overall position of high-end and high-tech industries for Xiong′an New District. Although Xiong′an New District has the advantages of transportation, regional and policy dividends, it is also obviously constrained in its industrial development by the supply level of existing production factors and industrial foundations. The main cause for the large gap in regional economic development among Beijing, Tianjin and Hebei is the lack of effective industrial division and cooperation between Hebei and Beijing-Tianjin area. Building an industrial ecosystem under the spatial scale of Xiong′an Area is quite necessary to Xiong′an New District construction, which will not only make up for the lack of production factors for its development in high-end and high-tech industries, but also leverage its advantages in leading the rapid development of Hebei province. Finally, the paper puts forward policy recommendations for the industrial ecology construction in Xiong′an Area from the aspects of industrial planning, dislocation competition, infrastructure construction, government-market relations and industrial development.
