论我国适度普惠型社会福利制度构建的基本原则

On the Basic Principles of Construction of the Appropriate Universal-type Social Welfare System in China

要实现“中国梦”和“民生梦”,就必须以适度普惠型社会福利制度为具体现实手段。“适度”是表明我国的福利水平和经济发展保持平衡协调的状态,“普惠”指代我国社会福利对社会公平的价值追求。文章以福利需求和福利文化为导向构建了适度普惠型社会福利制度的六大基本原则。

In order to realize the“Chinese Dream”and the“People’s Livelihood Dream”,we must take the appropriate universal-type social welfare system as the concrete practical means.“Appropriate”means that a balanced and coordinated state should be maintained between the welfare level and the economic development of our country,and“universal benefit”refers to the value pursuit of social welfare to social equity in the country.Guided by welfare demand and welfare culture,this paper constructs six basic principles of appropriate universal-type social welfare system,including considering both fairness and efficiency,combining employment priority with the priority of the weak,adapting welfare level to the level of economic and social development,integrating state leadership with multi-participation,external control of legal system with internal control of morality,and localization with internationalization.
