摘要
形式主义滋生蔓延主要原因在于制度性缺陷。目前我国干部考核评价和选用制度、问责和公务员退出制度、形式主义惩罚性制度和对形式主义执纪执法都存在缺陷,这与混淆两种形式主义的差别、经常用运动的方式进行治理、非正式制度对常规性制度的干扰、批评和自我批评武器的钝化直接相关。有必要建立稳定的利益预期机制,完善群众利益保护机制,完善岗位职责和问责制度体系,完善形式主义惩处性制度,改革干部评价和选拔任用制度,积极培育接受批评的良好环境,形成均衡合理的利益平衡和制度约束体系。
The main reason for the growth and spread of formalism lies in institutional deficiency.China's cadre assessment and selection system,accountability and civil service withdrawal system,formalistic punitive system and formalistic discipline enforcement are all flawed at present.This is directly related to the confusion of two types of formalisms,the frequent use of“Campaign-style”governance,the interference of informal institutions with conventional institutions,and the failure of criticism and self-criticism.It is necessary to establish a stable mechanism for anticipating interests,to improve the mechanism for protecting the interests of the masses,to improve the system of accountability and the formalistic punishment system,to reform the system of cadre evaluation,selection and appointment,and to actively cultivate a good environment for accepting criticism.With these actions,an equilibrated and reasonable system to balance interests and regulate institutions can be established.
