摘要
城市基层治理体制的形成与变化往往与国家政权建设及其国家治理目标相适应。文章认为,街道办事处作为重要的基层治理场域,自新中国成立以来历经多次变迁,在国家与社会的双重作用下,始终游离于"政府化"与"社会化"的属性之间。不论是对街道体制改革趋向的把握,还是对整体性基层治理结构的调整与完善,关键都在于对街道办事处这一特殊角色本身的理解与认知。
The formation and change of the urban grassroots governance structure are often compatible with national power building and the goal of national governance. As an important grassroots governance field, subdistrict offices have undergone many changes since the founding of the People’s Republic of China, and have always been shifting between "government" and "social" functions. In fact, the key to grasp the trend of subdistrict reform and adjust and improve the grassroots governance structure lies in understanding and recognizing the special role of subdistrict offices.
