摘要
我国经济正处于新旧动能转化的关键时期,发展模式亟需由传统要素投入向创新驱动转变。打造全国创新驱动经济增长新引擎和区域整体协同发展改革引领区是京津冀协同发展的重要目标。文章通过构建空间模型对创新扩散效应进行测度,探讨影响京津冀创新扩散的关键因素,并试图找寻区域性创新扩散枢纽。研究发现,京津冀与长三角两城市群中创新各环节的空间均衡度存在明显差异;京津冀的技术推广企业在创新腹地中的部分节点城市高度集聚,区域性创新枢纽建设基础较好。同时,研究也发现京津冀范围内人员结构和技术引进模式制约着创新产出效率的提升。
China’s economy is in a critical period of transformation, and the growth model needs to be transformed from traditional factors-driven to innovation-driven. It is an important goal for Beijing-Tianjin-Hebei’s collaborative development to build a new engine for national innovation-driven economic growth and make the region a leading area for regional coordinated development and reform. By building a spatial model to measure the effect of innovation diffusion, the research discusses the key factors which affect the innovation diffusion in the Beijing-Tianjin-Hebei region, and tries to find regional innovation diffusion hubs. It is found that there are significant differences in the spatial equilibrium of innovation links between the Beijing-Tianjin-Hebei region and the Yangtze River Delta urban agglomeration. The technology popularization enterprises in Beijing-Tianjin-Hebei are highly concentrated in some major cities in the innovation hinterland, and the regional innovation hub has a good foundation. At the same time, it is also found that the R&D personnel structure and technology input mode within the Beijing-Tianjin-Hebei region restrict the improvement of innovation output efficiency.
