激励相容视野下高等教育评估中道德风险的规避策略研究

摘要 高等教育评估中主要涉及政府、高校、社会第三方这三大利益主体。在评估活动中三者互相合作,共同完成评估任务,但同时三者又有各自的利益诉求,存在一定的利益冲突或不相容。从激励相容视野出发,三大利益主体之间利益的冲突和不相容是引发高等教育评估中道德风险问题的根本原因。因此,根据激励相容理论,政府、高校、社会三者之间需要建立具有激励相容机制的评估机制,实现互利共赢是规避道德风险问题的根本策略。具体包括前期的准备措施、评估机制的建立以及后期的保障措施。 The higher education evaluation involves three major stakeholders:the government,the university,and the third party in society.The three cooperate with each other to complete the assessment task.But at the same time,the three have their own interests,and there are certain conflicts of interest and incompatibility.From the perspective of incentive compatibility,it is believed that the incompatibility between the three major stakeholders is the root cause of the moral hazard problem in the assessment.Therefore,from the perspective of incentive compatibility:establishing an incentive matching mechanism between the three to achieve mutual benefit and win-win is the fundamental strategy to avoid moral hazard problems,including the preparation measures in the early stage,the establishment of the evaluation mechanism and the later safeguard measures.
