摘要
该文在案例研究的基础上,从区域交通一体化发展协调机制的构建、规划方案建设、规划方案实施和交通运营组织等层面,总结广佛地区、京津冀地区等国内外同类型地区交通协同发展经验。认为在跨区域城际交通协调机制建设中,应注重分类别、分层次构建,针对不同的协调主体,根据协调主体是否为同省、跨省、跨市等不同情况,建立不同的协调机制。规划方案确定后,应组建联合项目申报机构,并在项目资金的筹集和使用方面建立相应的鼓励政策和资金使用流程。在运营层面,强调多主体间的利益整合,实现交通信息发布、交通运营管理的一体化发展。同时以长三角城际铁路为例,对长三角区域城际铁路发展提出政策建议。
Through case studies,this paper summarizes the regional coordinated traffic development experience of similar areas in Guangzhou-Foshan region and Beijing-Tianjin-Hebei region from aspects of coordination mechanism design,facility construction and traffic operation.This paper proposes a cross-regional intercity traffic coordination mechanism with different category and level.For each coordination subjects,the corresponding mechanism should be consistent with the subjects whether they are within the same province,inter-provincial or inter-city.After the planning is determined,all the objects should form a joint agency to apply for projects,and then develop policies and rules in raising and using funds.At the operational level,it emphasizes the interests integration of multiple subjects in order to release the integrated development of traffic information and traffic operation management.Finally,this paper puts forward policy research and suggestions on the development of intercity railway in the Yangtze River Delta.
