城市客运交通枢纽综合开发关键问题与对策措施

Key Problems and Countermeasures of Comprehensive Development for Urban Passenger Transport Hubs

中国特色社会主义进入新时代,要实现城市交通高质量发展,构筑一体化城市交通体系,必须面对资源环境紧约束的现实,更加注重节约集约用地,进一步加强城市交通与城市空间和功能有机融合。对城市客运交通枢纽实施综合开发,已成为交通规划建设所倡导的一个普遍原则。当前城市客运交通枢纽综合开发遇到一系列制约因素,如开发主体不一致、区域规划缺乏统筹、土地获取方式限制、专业技术标准缺失、投融资压力较大、协调推进机制不健全等。该文从策划定位、规划统筹、设计协同、土地供应、实施机制、融资模式等关键问题出发,对综合开发进行了系统梳理和深入分析,并提出对策措施,以期为城市交通规划建设实践提供指导和借鉴。

In the new era of socialism with Chinese characteristics,in order to realize high-quality development of urban transportation and build an integrated urban transportation system,we must face the reality of limited resource and environment constraints,pay more attention to saving and intensive land use,and further strengthen the organic integration of urban transportation and space.Comprehensive development of urban passenger transport hub has become a general principle advocated by traffic planning and construction.At present,the comprehensive development of urban passenger transport hubs is confronted with a series of restrictive factors,such as inconsistent development subjects,lack of overall regional planning,restrictions on land usage,lack of technical norms,financing shortage,and imperfect coordination mechanism.Starting from the key problems of orientation planning,overall planning,design coordination,land supply,implementation mechanism and financing mode,this paper systematically sorted out and analyzed comprehensive development issues,and then put forward countermeasures to provide guidance and reference for urban traffic planning and construction practice.
