SWOT Analysis of Chinese Talents’ Creativity

人才创新力有助于我国创新驱动发展战略的实施。利用SWOT分析法进行的定量和定性与宏观和微观相结合的研究表明,我国人才创新力的内生优势主要表现在持续增加的创新力贡献率、转化效率和自主创新能力上;劣势表现为人才创新能力整体不足,创新力质量有待提高;外在机遇表现为社会生产方式的转型升级和技术革命对人才创新力的投入提升和需求增长。而创新型国家建设对人才创新力的需求与不平衡、不充分的有效供给之间存在的矛盾是我国人才创新力面临的主要挑战。建议以创新教育为动力培育人才创新力的内发优势,强化人才创新的基础理论研究教育,打破专业壁垒,建立以培养高精尖创新人才为引领的高等教育学科体系。完善以激励和保健因素为核心的激励机制,进一步搭建“政产学研”协同的创新平台,发挥国家重大科研项目的孵化器功能,促进人才创新力成果转化和创新人才团队培育。

The innovative ability of talents is helpful to the implementation of innovation-driven development strategy in our country.The quantitative and qualitative research combined with macro and micro research using SWOT analysis shows that the endogenous advantages of China’s talent innovation capability are mainly manifested in the continuously increasing contribution rate of innovation capability,the transformation efficiency and independent innovation capability.Weaknesses are manifested in the overall shortage of talents’innovative ability,and the quality of innovative ability needs to be improved.The external opportunities are manifested in the transformation and upgrading of the social production mode and the investment and demand growth of the technological revolution in talents’innovation.However,the contradiction between the demand for innovative talents and the unbalanced and insufficient effective supply in the construction of an innovative country is the main challenge faced by China’s innovative talents.It is suggested that innovative education should be taken as the motive force to cultivate the internal advantages of talents'innovative ability,strengthen the basic theoretical research in education of talents’innovation,break down professional barriers,and establish a higher education discipline system guided by the cultivation of high-tech innovative talents.We will improve the incentive mechanism with incentives and health care factors as its core,further build a collaborative innovation platform of“government,industry,research and research”,give full play to the incubator function of major national scientific research projects,and promote the transformation of talent innovation achievements and the cultivation of innovative talent teams.
