我国海洋产业投资基金发展情况分析和政策建议

Analysis and Policy Suggestions on the Development of Marine Industry Investment Fund in China

近年来,我国沿海多地相继成立海洋产业投资基金,这从一定程度上提振了涉海企业信心,但距离取得促进海洋产业发展的明显成效仍有很大差距。本文从海洋产业投资基金的发展历程、运作模式等方面入手,通过大量的实证案例,结合国家政策,总结了目前海洋产业投资基金发展面临的三大问题,并结合相关理论和实践提出优化投资阶段选择、突破区域隔离限制、创新业务模式、完善考核管理机制等方面建议。

In recent years,marine industry investment fund has been established in many places along the coast of China,which has boosted the confidence of marine enterprises to a certain extent.However,there is still a long way to go to achieve significant results in promoting the development of marine industry.Starting from the development process and operational mode of the marine industry investment fund,this paper sums up three major problems faced in the development of the marine industry investment fund through a large number of empirical cases and in combination with national policies,and in the light of relevant theories and practices,this paper puts forward some suggestions on optimizing investment stage selection,breaking through regional isolation restrictions,innovating business models,and improving the assessment and management mechanism.
