深入贯彻落实文件精神,提升社会化服务水平——以《自然资源部关于进一步加强地质资料社会化服务的指导意见》为例

Thoroughly Implement the Spirit of the Document, Improve the Level of Socialized Services

提升地质资料社会化服务水平,是践行新发展理念,建设服务型政府的必然要求,是做好自然资源管理工作的有力保障。本文以湖北省国土资源资料馆为例,就深入贯彻落实《自然资源部关于进一步加强地质资料社会化服务的指导意见》,提出建立馆藏资料文件级目录数据库、做好逾期资料清理和项目信息收集工作、探索服务产品开发利用等9条实施《指导意见》的工作措施;总结出实施操作中仍存在信息采编不齐全、保密技术处理薄弱、馆藏资料有待丰富、实物地质资料管理规范待完善等9个方面问题,针对这些问题提出了相应的对策建议。

To improve the level of socialized service of geological data is an inevitable requirement to practice the new development concept and build a service-oriented government,and a powerful guarantee to do a good job in the management of natural resources.Taking Hubei provincial land and resources reference library as an example to thoroughly implement"Guiding Opinions of the Ministry of Natural Resources on Further Strengthening the Socialization of Geological Data"(Natural Assets[2018]No.179,hereinafter referred to as the"Guidance Opinion"),this paper puts forward nine working measures,such as establishing a document-level catalogue database,clearing overdue data and collecting project information,and exploring the development and utilization of products.In the operation,there are still nine problems,such as incomplete information collection and compilation,weak handling of confidentiality technology,insufficient collection of materials,and incomplete management standards of geological data and corresponding proposal is put forward preliminarily.
