中国海岛县（区）循环经济发展模式研究

Research of Circular Economy Development Model of China’s Island Counties(Districts)

基于各海岛县(区)循环经济实践,从产业和社会两个层面对其发展模式进行了归纳总结。产业层面主要有渔业、旅游业、港口物流业、船舶与海洋工程设备制造业、石油化工业、建筑业等六种典型的海岛循环经济发展模式;社会大循环层面有“渔业主导+旅游业助推型”,“渔业+旅游”主导、港口物流业助推型,船舶海工带动型,重污染(石化)传统工业转型升级型,轻污染制造业主导、多产业协同发展等五种典型的海岛循环经济发展模式。各海岛县(区)应根据自身的资源禀赋、海岛特性和经济社会发展状况等,因地制宜,选择合适的发展模式,促进海岛循环经济的发展。

Based on the practice of each island counties(districts),the island circular economy development models on the industrial and social levels are summarized.At the industrial level,there are six typical island circular economy development models covering fishery,tourism,port logistics,shipbuilding and offshore manufacturing,petrochemical industry,and construction industry.At the social level,there are five typical island circular economy development models,including:type of fishery leading&tourism boosting;type of fishery&tourism-led,port logistics industry-assisted;type of shipbuilding and offshore manufacturing–driven;type of transformation and upgrading of heavy pollution(petrochemical)traditional industries;type of light-polluting manufacturing-led,multi-industry coordinated development.All island counties(districts)shall,according to their own resource endowments,island characteristics and economic and social development conditions,select appropriate development models to promote the development of island circular economy.
