摘要
在"一带一路"沿线国家中,留学生教育处于发展初期阶段的国家39个,多为低收入发展中国家;处于发展中期的国家4个,多为经济水平较高国家;处于发展中后期的国家3个,均为资源型或高经济水平国家。总体来看,93%的国家还处于留学生教育中期以前发展阶段。按照学生输入规模和增长率变化情况,可将沿线国家留学生输入模式归纳为持续增长型、快速增长型、波动式和持续减缓式四种类型。按照学生输出规模和增长率变化情况,可将沿线国家留学生输出模式归纳为高速发展型、快速发展型、低速发展型和缩减型四种类型。未来,中国在与沿线国家留学生教育合作中可深入推进留学教育互联互通,促进"一带一路"区域留学生教育一体化;提升高等教育国际化水平,精准对接沿线国家留学生教育和区域发展战略;构建留学生教育合作生态系统,增强留学生教育国际竞争力。
Among 65 countries along "the Belt and Road" initiative regions, there are 39 low-income countries in the stage of early development of international students education;4 middle-income countries in the medium term stage towards internationalization and 3 resource-dependent or high-income countries that have achieved middle and late development stage. That is to say, more than 93% of those countries are now in or under the stage of internationalization stage. According to the data of inbound and growth rate collected from UIS database, the development models of these 65 countries international students education can be divided into four types: sustainable growth, rapid growth, fluctuation development and continuous reduction development. According to the data of outbound and growth rate,the development models of international students education in these 65 countries can be divided into four types: high speed development, rapid development,slow developmentand reduced development. According to the international student origin structure, mobile patterns of international students can be divided into four types: georeference-driven, quality-driven, balanced development and random development. In the future, China will promote the interconnection of international students education with the countries along "the Belt and Road", and accelerate the syncretism of international students education;Promoting the international level of higher education and docking strategies of international students education and regional development accurately;Constructing cooperative ecosystem and enhancing the international competitiveness of international students education.
