摘要
随着国际儿童保护政策从"需求"路径向"权利"路径转变,儿童的角色逐渐从被动的"受助者"转向积极的"参与者",以学校教育增进儿童自我保护能力受到各国重视。作为澳大利亚儿童保护教育项目的典范,"保障安全"儿童保护课程具有增进儿童自我保护能力和凝聚儿童保护社会共识的双重目标。该课程在内容设计上注重系统性、发展适宜性、生活性和可操作性,在课程实施上具有来自政府、学校和教师层面的多重保障。课程建设具有以儿童权利为课程设置的出发点和落脚点、以学校作为整合儿童保护课程资源的枢纽、以多方协作保障课程持续发展等特点。
As the international child protection policy shifts from the "demand-based" approach to the "right-based" approach, children have gradually been considered as active participants rather than passive recipients. Promoting children’s self-protection ability through school education is highly valued in many countries. As a model program on child protection education in Australia, the Keeping Safe Child Protection Curriculum has a dual goal of improving children’s self-protection ability and building a social consensus on child protection. The content of this curriculum is systematic, developmental and operational, and it has multiple implementation guarantees from the government, school and teacher. Taking children’s rights as the foundation of the curriculum, using the school as a hub for integrating children’s protection resources, and ensuring the continuous development through multi-party collaboration are the main characteristics of this curriculum.
