乡村振兴背景下农村社区协商治理机制研究

Study on the Consultative Governance Mechanism of Rural Community under the Background of Rural Revitalization

农村协商治理是一种基于过程、程序、合作、参与、认同为特征的新型乡村治理机制,具有农民利益的制度性整合、功能性整合和认同性整合的多维功能。针对我国农村社区协商治理面临协商治理理念偏差,协商治理的主体结构不优、能力不强,协商治理的内容结构性失衡,协商治理的法治化、规范化程度不高,协商治理与乡村治理制度的融合、衔接、联动不够等问题,要系统建构农村社区协商治理的党建引领机制、多元参与机制、规范化保障机制、法治化支撑机制、衔接联动机制,更好地发挥农村社区协商治理在乡村振兴中的作用。

Under the background of rural revitalization, there are some bottlenecks and shortcomings in rural community governance in China, such as weak party building at the grass-roots level, low degree of farmers’ organization, insufficient development of rural social organizations, weakening and alienation of villagers’ autonomy, poor demands for farmers’ interests, increasing contradictions and conflicts in rural areas, and depressed traditional culture in rural areas. It is urgent to draw on new governance theories, tap new governance re-sources and promote them. Modernization of rural community governance system and governance capability;Consultative governance, as a democratic governance mechanism, has multi-dimensional functions of institutional integration, functional integration and identity inte-gration of farmers’ interests. In view of the prominent problems faced by consultative governance in rural communities in China, such as "instrumentalization" of the concept of consultative governance, poor main structure of consultative governance, weak capacity and consul-tation. The content of governance is structurally unbalanced, the legalization and standardization of consultative governance is not high,and the integration, cohesion and linkage between consultative governance and rural governance system are not enough;the leading mechanism of Party building, multiple participation mechanism, standardized guarantee mechanism, support mechanism of legalization and linkage mechanism of consultative governance in rural communities are systematically constructed.
