开发区转型创新的“区中园”模式实践:来自江苏省科技产业园的调查

Park inside Development Zones:A New Transformation Pattern:Investigation of Science and Technology Industrial Parks in Jiangsu

江苏省是我国开发区发展最成熟的地区之一,转型发展的需求也最为迫切。近年来江苏省开始探索在开发区内部设立省级科技产业园,以"区中园"的方式带动开发区转型创新的新模式。本文以江苏省第一批省级科技产业园为例,在分析其发展特征与存在问题的基础上,通过借鉴国外先进科技产业园的成功经验,从产业发展、规划建设、政策设计等方面针对先发地区和欠发地区提出差别化的优化发展策略,为国内其他地区开发区的转型发展提供一定的参考借鉴。

Jiangsu province is one of the most mature regions in China's development zones,and the demand for transformation and development is also the most urgent.In recent years,Jiangsu province has begun to explore the establishment of a provincial-level science and technology industrial park within the development zone,and to promote a new model of transformation and innovation in the development zone in the form of"regional park".Taking the first batch of provincial-level science and technology industrial parks in Jiangsu province as an example,this paper analyzes its development characteristics and existing problems,and draws on the successful experience of foreign advanced science and technology industrial parks,from the aspects of industrial development,planning and construction,and policy design.Developed regions and underdeveloped regions propose differentiated optimization development strategies to provide reference for the transformation and development of development zones in other regions of China.
