数字不平等在大数据时代的问题与研究转型探究

Probe into the Problems and Research Transformation of Digital Inequality in the Era of Big Data

随着物联网、云计算等技术的飞速发展,大数据概念已经渗透到了各个学科领域,也为数字不平等研究提供了新的视角。通过对国内外文献进行梳理和总结,指出大数据时代背景下的数字不平等会遭遇ICT使用要求高、数字贫困加剧、数字资源不均、马太效应加重、忽视"数字贫困者"和"数字赤贫者"的本质诉求等5个难题,为顺应大数据发展,建议数字不平等研究应做出4点转变,包括转向第4种科学范式、构建开源数据库、警惕数字富有群体、关注数据不平等。

With the rapid development of IOT(Internet of things)and cloud computing and other technologies,the concept of the big data has penetrated into various disciplines and fields and also provided a new perspective for the study of digital inequality. This paper combs and summarizes both domestic and foreign literatures,and puts forward 5 problems might be countered by the digital inequality under the background of big data era,which includes the higher requirements for utilization,the increase of digital poverty,the imbalance of digital resource,the aggravation of Matthew Effect and the neglect of the essential appeal of"the digital poor"and"the digital destitute",and in order to adapt to the development of big data,puts forward some suggestions for making four changes in the study of digital inequality including turning to the fourth scientific paradigm,building open source databases,watching out for the digital rich groups,and focusing on data inequality.
