摘要
高校是典型的多元利益主体相关的社会组织,共同治理是高校管理体系改革的客观要求。当前民办高校内部治理存在家族式治理、内部治理权力错位及董事会人员来源失调等问题,使教师难以参与内部治理。民办高校教师参与内部治理是非常必要的,既能满足教师群体的民主诉求,也能克服民办高校内部治理的弊端。文章基于教师学术权力与利益的相关程度,探讨合理的教师参与权限,构建促进民办高校教师参与内部治理的策略,包括规范章程的制定和实施、提高董事会的教授占比、保障学术委员会最高学术决策权、赋予教职工代表大会独立监督权以及健全教师参与学校治理的机制。
Higher education institutions are typical social organizations related to multi-interest subjects, and co-governance is an objective requirement for their management reform. The internal governance characteristics of non-governmental institutions of higher learning are characterized by family-style governance, misalignment of internal governance power and personnel imbalance on the board of directors, which make it difficult for teachers to participate in internal governance. Participation of teachers in internal governance is necessary as this can not only satisfy the democratic demands of the teachers and promote the achievement of the university mission, but also improve the shortcomings of internal governance in non-governmental institutions of higher learning. Based on the degree of relevance of teachers’ academic power and interests, this paper discusses reasonable authority of teacher participation, and promotes teacher participation of internal governance in non-governmental institutions of higher learning. This includes the formulation and implementation of the normative regulations, the increase of the proportion of professors on the board of directors, the guarantee of the highest academic decision-making power of academic committees, the empowerment of independent supervision of teachers’ congress, and the improvement of teacher participation in governance.
