新中国成立70年来,民办高等教育经历了新中国成立初期的院系调整、改革开放后的恢复与重建、法制化发展和分类管理等历史进程。在不断协调处理宏观统筹与地方探索、政府管控与市场活力、规模扩张与内涵发展关系的过程中,民办高等教育得以在规模扩张后探索内涵发展之路。在这个转变过程中,需要完善具有中国特色的民办教育法制体系,建立健全监督、评价与问责机制,进一步深化改革开放,激发民办高校的办学活力。
