民间投资对产业结构升级的影响——基于劳动力转移视角的实证

The Impact of Private Investment on Industrial Structure Upgrading:An Empirical Study Based on the Perspective of Labor Transfer

民间投资规模不断扩大已成为促进中国经济高质量增长的主要力量.本文基于劳动力转移视角论证民间投资影响劳动力水平产业结构升级的理论作用机理,以中国19952014年省份面板数据为样本,结合构建劳动力水平产业结构升级指标,利用面板数据模型进行了实证检验。研究发现,民间投资对劳动力水平产业结构升级效应客观存在,且存在区域差异性。东中部地区劳动力水平产业结构升级效应存在,东部地区的劳动力水平产业结构升级效应大于中部地区劳动力水平产业结构升级效应。但在西部地区,民间投资并未引起其劳动力水平的产业结构升级效应。依据研究结论,提出坚持“政府引导+市场驱动”模式、因地制宜制定民间投资政策与产业结构升级目标,以及健全多层次民间投资市场体系的政策建议。

The scale of private investment has been expanding and it has become a major force in promoting high-quality growth of the Chinese economy.Based on the perspective of labor transfer,this paper demonstrates the theoretical mechanism of the impact of private investment on the industrial structure upgrading of labor level.Based on the province panel data in China from 1995 to 2014,this paper establishes the labor level industrial structure upgrading index and uses the panel data model to conduct an empirical study.The study shows that the industrial structure upgrading effect of the private investment labor level exists objectively,and there is regional difference in this effect,that is,the industrial structure upgrading effect of the labor level in the eastern and central regions exists.The industrial structure upgrading effect of the labor level in the eastern region is greater than the labor level industrial structure upgrading effect in the central region.But in the western region,private investment has not caused the industrial structure upgrade effect of labor level.Therefore,the paper propose to adhere to the“government-led+market-driven”model,make private investment policies and industrial structure upgrading targets according to local conditions,and improve multi-level private investment market system.
