红枣产业对新疆生产建设兵团第一师经济发展的影响——基于“资源诅咒”假说

Research on the Development of Jujube Industry in the First Division of Xinjiang Production and Construction Corps——Based on the "Resource Curse" Hypothesis

红枣产业对新疆生产建设兵团经济发展起到很大作用,但枣农收入却没有随着产量的增长而增长.本文从资源诅咒角度入手,分析新疆生产建设兵团第一师红枣产业出现资源诅咒原因主要有枣农思想观念落后,缺乏现代经营理念;缺少本土品牌,面临同构化竞争的挑战;产业结构不合理,资源没有合理利用;受自然灾害影响较大,风险性较大;人才发展面临的挑战等,提出转变枣农思想,培养市场意识;壮大特色优势产业,打造本土品牌;调整产业结构,构建发展平台;完善农业保险覆盖面,加大财政补贴力度;增加人力资本投入,创新发展机制等建议破除"资源诅咒".

The jujube industry has played a significant role in the economic development of Xinjiang Production and Construction Corps,but the income of jujube farmers has not increased with the increase of output.This paper starts from the perspective of resource curse and analyzes the reasons for the resource curse of the first jujube industry in Xinjiang Production and Construction Corps.The reasons are that the jujubes have backward ideas and lack of modem management concepts.The lack of local brands faces the challenge of homogenization competition;the industrial structure is unreasonable.The resources are not used rationally;they are greatly affected by natural disasters and have greater risks;the challenges faced by talent development,etc.,propose to change the thinking of jujube farmers,cultivate market awareness;expand the characteristic superior industries,build local brands;adjust industrial structure,build development Platform;improve agricultural insurance coverage,in crease financial subsidies;increase human capital investment,innovation development mechanism and other recommendations to break the'*resource curse."
