摘要
本文将工业环境规制的非期望产出和长江经济带工业发展现阶段的生态环境问题以及工业污染特征等纳入分析框架,运用SE-SBM模型测算出2008~2017年长江经济带各省市的工业环境规制效率。实证研究结果显示:(1)长江经济带整体及上中下游的工业环境规制效率在2008~2017年间整体呈现出"U型"的变化趋势,上中下游差异较为明显;(2)长江经济带各省市的工业环境规制效率存在较明显差异,其大致分布态势与各省市的经济基础和综合发展实力基本吻合;(3)长江经济带各省市工业环境规制效率在具体指标上均存在不同程度的提升空间,需要在政策投入、流域新污染治理等方面进一步改善。
The unexpected output of industrial environmental regulatory and the ecological environment problems and industrial pollution characteristics of the industrial development stage in the Yangtze River Economic Belt are included in the analysis framework.The industrial environmental regulatory efficiency of the provinces and cities in the Yangtze River Economic Belt from 2008 to 2017 is estimated by SE-SBM model.The empirical results show that:(1)the regulatory efficiency of industrial environment in the Yangtze River Economic Belt as a whole and in the upper,middle and lower reaches of the Yangtze River shows a"U"trend from 2008 to 2017.The efficiency of industrial environment regulatory in the upper,middle and lower reaches is obviously different.(2)There are obvious differences in the regulatory efficiency of industrial environment among the provinces and cities in the Yangtze River Economic Belt.Its general distribution situation basically coincides with the economic foundation and comprehensive development strength of the provinces and cities.(3)The regulatory efficiency of industrial environment in the provinces and municipalities of the Yangtze River Economic Belt has room for improvement in specific indicators to varying degrees,which requires further improvement in policy input and new pollution control in the river basin.
