The Value Contained in the Socialization of National Governance to the Growth of Civil Society and Pathways

市民社会作为人类社会共同体的一种特殊形态,促进其发育成长,不仅是促进社会发展的需要,也是国家治理向现代化转型的价值诉求。在当下中国,国家治理社会化在复杂的背景下展开,一方面,有利于国家治理社会化的政治、经济、社会、文化等要素不断增长,另一方面,传统体制惯性等力量十分强大,延缓了国家治理社会化进程,阻碍着市民社会的发育和成长。这就需要努力界分国家权力和社会权力,推进由政府本位到社会本位的转型,大力发展社会组织,培育公共精神与公民意识,以社会的自主性成长,实现对国家某些功能的替代,达到善治的目标。

Civil society is a special form of human social community,and the promotion of its development and growth is not only the need of promoting social development,but also the value pursuit of national governance modernization.In today’s China,the socialization of national governance is proceeding under a complex background.On the one hand,the political,economic,social and cultural factors conducive to the socialization of national governance are increasing;on the other hand,the inertia of traditional institutions and other forces are very strong,which slows down the process of socialization of national governance and hinders the growth of civil society.This requires efforts to distinguish state power from social power,promote the transformation from government-oriented to society-oriented,vigorously develop social organizations,cultivate public spirit and civic consciousness,realize the replacement of some functions of the state through the growth of social autonomy,and achieve the goal of good governance.
