新时代下依法治国与以德治国的关系研究

Research on the Relation between Ruling the Country by Law and Ruling the Country by Morality in the New Era

依法治国与以德治国是国家治理的两个主要手段,二者的关系以及如何在国家治理中实现"法治"与"德治"的平衡,历来是执政者思考的重点问题。在新时代的背景下,"全面依法治国"为我国现代化建设指明了方向,同时也对"法治"与"德治"的关系进行了深刻的剖析。因此,通过"法治"与"德治"相结合,走出一条中国特色社会主义法治道路,则成为国家治理的关键内容。本文从新时代下依法治国与以德治国的关系入手,对如何实现"法治"与"德治"的结合与发展进行分析与探究。

Ruling the country by law and by virtue are two main means of national governance. The relationship between them and how to achieve the balance between "rule by law"and "rule by virtue" in national governance have always been the key issues for rulers to think about. Under the background of the new era, "ruling the country by law in an all-round way" has pointed out the direction for China’s modernization construction. At the same time, the relationship between "rule by law" and "rule by virtue" has been deeply analyzed. Therefore, through the combination of "rule by law" and "rule by virtue", it has become the key content of state governance to find a way of socialist rule by law with Chinese characteristics. Starting from the relationship between rule by law and rule by virtue in the new era, this paper analyses and explores how to realize the combination and development of "rule by law" and "rule by virtue".
