中国省域生态资本运营水平综合评价与空间差异分析

Comprehensive Level Evaluation and Spatial Difference Analysis of Ecological Capital Operation in Chinese Provinces

从生态资本积累、生态资本转化、生态资本调控三个方面构建生态资本运营评价指标体系,运用熵权法计算得出中国29个省(区、市)1998—2017年的综合得分,并采用聚类分析方法和空间自相关分析对其空间差异特征进行分析。研究结果表明:(1)中国省城生态资本运营水平差异显著,综合指数得分在0.10~0.36之间,东部、中部、西部的综合得分分别为0.24、0.17、0.19,呈现东西中逐渐递减态势。(2)根据中国生态资本运营综合水平评价值的大小,可以划分为四种类型:好(T≥0.26)、较好(0.20≤T<0.26)、较差(0.14≤T<0.20)、差(T<0.14)。(3)全局空间自相关分析显示,1998—2017年全局Moran’s I值显著为正,表明生态资本运营水平呈现明显的空间集聚特征。政府部门应根据生态资本运营总体特征与空间规律制定发展策略,发挥先进地区辐射作用,给予落后地区政策扶持,同时构建区域发展协作机制。

The evaluation index system of ecological capital operation is constructed in this paper from three aspects:ecological capital accumulation,transformation and regulation.The comprehensive scores of 29 Chinese provinces from 1998 to 2017 are calculated by entropy method,and the spatial differences are analyzed by cluster analysis and spatial autocorrelation analysis.The results show that:(1)There are significant differences in the level of ecological capital operation among provinces in China.The comprehensive index scores are between 0.10 and 0.36.The eastern,central and western areas of China are 0.24,0.17 and 0.19 respectively,which shows a gradual decline.(2)The evaluation value of comprehensive level of ecological capital operation of China can be divided into four types:excellent(T≥0.26),good(0.20≤T<0.26),not good(0.14≤T<0.20),poor(T<0.14).The total spatial autocorrelation analysis shows that the total Moran’s I value from 1998 to 2017 is positive significantly,indicating that the operation level of ecological capital presents obvious spatial clustering characteristics.The government should formulate development strategies according to the general characteristics and regional differences of ecological capital operation,play the radiative role of advanced areas,give policy support to backward areas,and build a mechanism for regional development coordination.
